The new Directive (EU) 2019/1152 of the European Parliament and of the Council of 20 June 2019 on transparent and predictable working conditions in the European Union is a direct follow-up to the proclamation of the European Pillar of Social Rights.

It aims at improving working conditions by promoting more transparent and predictable employment while ensuring labour market adaptability.

As for other Directives in the field of labour law, the Commission set up an Expert Group composed of national experts representing the Governments of the twenty-seven Member States, the three EEA-EFTA countries and the EFTA Surveillance Authority in order to provide Member States with technical assistance and with a forum for discussing and facilitating the transposition of the Directive. The European Social Partners participated in the work of the group as observers.

This report is the result of the discussions in the Expert Group and is a factual summary of their deliberations. It does not bind the Commission nor any of the group members. EU Member States will have until 1 August 2022 to transpose the new rules into their national legislation.
